This year we witnessed a full-scale assault on Second Amendment rights in California, largely a result of the Supreme Court’s decision in New York State Rifle & Pistol Association v. Bruen. Readers may recall that immediately following that decision, California sought to enact an “emergency” bill that would have significant impacts on both the CCW application process and the ways in which CCW holders could carry their firearms. But that legislation failed to pass the required majority threshold of votes thanks in part to CRPA lobbying efforts. Determined to not make the same mistake, California legislators this year renewed the legislation, this time as a standard bill requiring a simple majority approval.

Governor Newsom signed every anti-gun bill passed by the legislature into law, and in late 2023 held a press conference to tout their enactment while simultaneously attempting to publicly shame anyone who would dare oppose these new laws as unconstitutional, ineffective, or unduly burdensome—including constitutionally appointed and/or elected judges. Present during Newsom’s press conference were carefully selected anti-gun representatives and so-called “journalists” who no doubt asked pre-screened questions that failed to address any substantive issues.

The 11th Edition of California Gun Laws does what both the media and government officials routinely fail to do—provide straightforward answers to all the questions and issues raised by California’s complex and ineffective gun laws. In addition, the 11th Edition is printed with an index of commonly used terms and phrases at the back to help you navigate and look up specific answers to your questions with ease.

In addition to the new state laws, the 11th Edition of California Gun Laws also addresses recent changes to federal regulations, as well as important litigation updates and their next steps at the time of this book’s publication. This includes the recently proposed federal regulations concerning what it means to be “engaged in the business” as a firearms dealer, as well as recent court decisions including Duncan v. Becerra (challenge to CA’s “large-capacity” magazine restriction), Boland v. Bonta (challenge to CA’s handgun roster requirements), Junior Sports Magazines v. Bonta (challenge to CA’s ban on marketing of firearms to minors), and much more!

Watch For Future Legal Updates

While the vast majority of information in this book is up-to-date, both state and federal firearm laws change throughout the year due to new legislation, litigation, and regulatory actions. To address these changes, and to cover more specialized topics that are not addressed in this book, the authors routinely issue legal updates and memoranda which are generally free for anyone to access on the this website under the “Informational Resources” tab.  Additional updates can also be found on the California Rifle & Pistol Association’s website at www.CRPA.org.
